Temporary Field Personnel Services

The Washington Suburban Sanitary Commission (WSSC) is soliciting sealed responses for Temporary Field Personnel Services to support operations across Prince George's and Montgomery counties in Maryland. The contractor shall provide temporary personnel to work as field service or meter technicians, performing meter readings at various WSSC locations. Personnel will be assigned work defined as tasks to be completed within an 8-hour workday, with daily schedules considering average time, commute distance, and job complexity.

The contractor is responsible for providing and maintaining training to all proposed field personnel following initial WSSC staff training. Proposed field personnel will not be issued work assignments until training has been completed and personnel have demonstrated competency in task completion per WSSC standards. The contractor must ensure personnel meet minimum qualifications and maintain compliance with all WSSC policies and procedures.

Key dates include a Q&A deadline of March 5, 2026 at 7:00 PM and a proposal submission deadline of March 17, 2026 at 2:00 PM via WSSC's eProcurement Portal at https://procurement.opengov.com/portal/wsscwater. Late responses will not be accepted. Responses must include pricing proposals, vendor questionnaires, and all required documentation as outlined in the solicitation sections covering minimum qualifications, instructions to bidders, general conditions, special conditions, insurance requirements, bond requirements, scope of work, and evaluation factors.

The solicitation includes provisions for Minority Business Enterprise (MBE) and Small Local Business Enterprise (SLBE) programs. A pricing page template, sample daily work documentation for field service technicians, and a meter reading performance report sample are provided as attachments to guide proposal preparation.
