Request for information to applicants with the capability of designing and building a Con Edison-owned thermal energy network pilot project in their combined gas and electric service territory. A thermal energy network is an ambient temperature loop system which connects multiple buildings by using some variation of ground-source heat pumps, geothermal infrastructure, waste heat energy, and utility-owned load balancing systems. Con Edison is looking specifically for solutions that can be applied to their dense, urban service area. Final approval of any pilot project is at the discretion of the New York State Public Service Commission and is expected to come in the first quarter of 2023. Key components to be submitted include feasibility study and design drawings, detailed project cost estimate (including design, construction, HVAC upgrades, and operating costs), project schedule (including design and construction), project implementation plan, and customer acquisition plan.
