Tranche 1 CBRE RFPs

Hawaiian Electric issued a Request for Proposals for Community-Based Renewable Energy (CBRE) Phase 2 Tranche 1 projects, also known as Shared Solar. CBRE provides a mechanism for participating subscribers without privately-owned rooftop solar to benefit from electricity generated by renewable energy facilities located within their utility service territory. The RFP was issued for Tranche 1 subscriber projects across Oahu, Maui, and Hawaii Island, with separate RFPs developed for each island. The program aims to expand renewable energy access to a broader array of customers who cannot install rooftop solar.

Key dates include the RFP issuance on April 14, 2022 at 4:00 PM HST, with a proposer's conference webinar held March 24, 2022, technical training for contracts held March 29, 2022, and additional training sessions held March 29, 2022 and April 25, 2022. A Proposer's Conference Webinar was conducted on March 24, 2022 for prospective bidders. The final award group was selected on February 22, 2023, with five solar projects across Oahu and Hawaii Island chosen after competitive evaluation of price and non-price factors. Projects are expected to be online in 2025 or 2026.

Proposers must submit proposals via the Power Advocate electronic procurement platform. PowerAdvocate platform support is available from 8:00 AM to 8:00 PM Eastern Time (3:00 AM to 3:00 PM HST) Monday to Friday.
