Transformer Salvage, Refurbishment, and Disposal

The City of Denton is issuing a Request for Qualifications (RFQ) for transformer salvage, refurbishment, and disposal services. The selected contractor will be responsible for the management of end-of-life and surplus transformers owned by the city. This includes the safe removal, transportation, refurbishment (where feasible), and environmentally compliant disposal of transformers, which may contain insulating oils and potentially hazardous materials such as PCBs. The city seeks a qualified firm with proven experience in handling electrical utility assets, a strong track record of regulatory compliance, and the ability to deliver cost-effective solutions for municipal infrastructure challenges.

The scope of work encompasses a range of services: on-site assessment and inventory of transformers, de-energizing and disconnection, removal from pads or vaults, transport to a licensed facility, oil sampling and analysis, refurbishment or recycling of reusable components, and final disposal of non-recyclable materials. The contractor must adhere to all applicable federal, state, and local environmental regulations, including those governing PCB-containing equipment, used oil management, and hazardous waste. The city anticipates that multiple transformers will be handled over the contract term, with the possibility of recurring service calls.

Key dates for this solicitation include: issue date August 7, 2026; question cutoff date August 17, 2026 at 4:00 PM CT; and proposal submission deadline August 26, 2026 at 2:00 PM CT. All questions must be submitted via IONWAVE only (no emails or phone calls). Proposals must be submitted either through the IONWAVE electronic system or as a hard copy delivered to the City of Denton. The city reserves the right to reject any or all submissions and to waive informalities.

The evaluation of qualifications will consider the respondent's experience with similar projects, technical approach, financial stability, safety record, and proposed methodology for ensuring environmental compliance. The city encourages innovative approaches that provide best value and cost-effective solutions. The awarded contractor will be expected to execute a sample services contract and provide proof of insurance as specified in the solicitation documents. This RFQ targets vendors with expertise in transformer asset life cycle management and environmental remediation services.
