Transmitter Selection Framework

The Independent Electricity System Operator (IESO) has launched the Transmitter Selection Framework (TSF) Registry, a competitive procurement initiative designed to support Ontario's transmission system expansion over the next 25 years. This initiative establishes a competitive process for selecting transmitters to develop new transmission infrastructure, aiming to deliver greater value to ratepayers, encourage innovation, and create opportunities for Indigenous participation.

The TSF Registry represents the first step in implementing the TSF and enables transmitters to participate in future IESO competitive transmission procurements. The registry identifies eligible transmitters to ensure a pool of experienced and capable proponents is available, allowing procurement processes to move forward efficiently as transmission projects are identified. The framework was initiated following the release of Ontario's Powering Ontario's Growth (POG) report in July 2023 and is further guided by Ontario's Integrated Energy Plan (IEP). The TSF aligns with government direction to expand the transmission system in a timely and coordinated manner through competitive procurement for new transmission projects.

Prospective transmitters must complete the TSF Registry Application Form using the provided workbook and submit required attestations. Applicants need to obtain workspace access by emailing TSF@ieso.ca with company information and primary and secondary contact details. The registry rules, application forms, and supporting documentation provide comprehensive guidance on eligibility requirements, application procedures, and compliance obligations. A successful registrants list has been published, and registry renewal processes are available for continuing participation.
