Tree Trimming, Vegetation Management, and Emergency Response Services for Power Line Clearance

Pasadena Water and Power (PWP) is seeking qualified contractors to provide professional power line clearance tree trimming, tree removal, and vegetation management services throughout the city of Pasadena. The scope of work includes trimming trees, clearing brush, and performing weed abatement to ensure proper clearance of power lines and maintain the safety and reliability of the City's electrical infrastructure. All work must be performed in strict accordance with Occupational Safety and Health Administration (OSHA) 1910.269 and California Code of Regulations, Title 8, Section 2951(b), and Section 3420.

The contract will be awarded to the lowest responsive and responsible bidder meeting the minimum qualification requirements. Contractors must demonstrate expertise in power line clearance tree trimming and full compliance with all applicable safety and regulatory standards. This is a long-term labor and materials contract that ensures continuity in maintaining the City's electrical infrastructure and mitigating risks associated with vegetation encroachment, which presents significant risks including service interruptions, fire hazards, and public safety concerns.

Key dates include a Q&A deadline of September 11, 2025 at 7:00 PM and a proposal submission deadline of September 18, 2025 at 11:00 PM. Contractors must submit a complete bid package including performance bonds, labor and materials bonds, relevant experience forms, subcontractor listings, federal certifications, insurance documentation, and all required city and state compliance forms. The selected contractor will work closely with PWP representatives to execute the program effectively and in full compliance with local, state, and federal regulations.
