TWIN LAKES TANK #2, DARDENNE TANK AND OAKRIDGE TANK REHABILITATION PROJECT

The Las Virgenes Municipal Water District is seeking engineering design services for the rehabilitation of three potable water storage tanks located in the Calabasas and Chatsworth areas of California. The project encompasses Twin Lakes Tank #2 (1,600,000 gallons, built 1991), Dardenne Tank (500,000 gallons, built 1989), and Oakridge Tank (330,000 gallons, built 1988). All three are steel tanks serving different pressure zones and geographic areas within the District's service territory.

The design engineering scope includes reviewing available materials and inspection reports, preparing biddable plans and specifications for each tank (which may be awarded individually), developing an opinion of probable cost in bid format, and providing bidding and construction support services. The scope of rehabilitation work may include lead abatement considerations, interior and exterior recoating, roof recoating, support column and manway recoating, roof support replacement, valve replacement, vent system improvements, roof hatch updates, ring seal replacement, access road repairs, security measure updates, site drainage modifications, cathodic protection rehabilitation, and landscaping improvements. Interior work will require temporary tank shutdown, with scheduling planned for December through March when water demand is lowest. The consultant is responsible for developing temporary storage solutions to maintain service during construction.

Key dates for this solicitation include a Q&A deadline of May 3, 2025, and a proposal submission deadline of May 14, 2025 at 3:00 pm through the OpenGov Procurement Portal. A pre-proposal meeting at the tank sites is optional and available upon consultant request. The RFP includes inspection and as-built reports for all three tanks, a DBE attachment, a sample professional services agreement, and detailed evaluation criteria.
