U5 Cooling Tower Water Treatment Services

The City of Lakeland Department of Electric seeks an experienced water treatment service company to provide comprehensive water treatment services for cooling water on the Unit 5 generating unit at McIntosh Power Plant. The selected contractor will implement a water chemical treatment program developed for the facility's cooling tower and associated cooling systems using reuse water for condenser cooling. The program requires comprehensive testing to ensure quality control, an online real-time monitoring system accessible to all Multi-Craft Operators, and electronic tracking to allow for system determination of unit range controls. Range parameters will be set by the owner to optimize quality and economics.

The contractor shall supply and maintain all chemical feed systems with immediate response capabilities to failures to ensure proper operation. The contractor must maintain the condenser in a clean state to prevent limitations on heat transfer efficiency. Key dates include a pre-proposal meeting on January 8, 2026 at 15:00, a questions and answers deadline of January 21, 2026 at 22:00, and a proposal submission deadline of January 29, 2026 at 20:30.

This RFP will result in a two-year base contract with an option for three additional one-year renewals upon mutual consent. Vendors must comply with all safety and occupational health requirements, insurance obligations, and provide indemnification as specified. The procurement process requires submission of a complete vendor questionnaire, pricing proposal, and compliance with all attachment documents.
