Unit #5 Combustion Turbine Exhaust Expansion Joint Replacement at the McIntosh Power Plant

The City of Lakeland seeks a qualified expansion joint manufacturing and installation contractor to design, manufacture, ship, and install a Siemens Westinghouse 501G Gen 2, 3, and 4 Combustion Turbine Exhaust Expansion Joint for Unit #5 of the McIntosh Power Plant. The expansion joint (Serial Number 24A3401-1) was previously replaced in Fall 2020 and requires replacement to address thermal degradation issues affecting the expansion joint and adjacent combustion turbine compartment/exhaust seal.

Unit #5 is a combined cycle power plant driven by a Siemens 501G combustion turbine operating daily between 250-380 MW, with exhaust gases averaging 1,150°F at high-load and exceeding 1,180°F during "Flex Fire" operation periods. The new expansion joint must account for physical transitions from inside to outside the combustion turbine enclosure and interface with the combustion turbine blanket insulation system, which is scheduled for replacement during the Fall 2024 outage. Bidders are required to propose solutions addressing the historical thermal degradation of the expansion joint and adjacent components.

The contractor must demonstrate well-qualified and reputable experience in combustion turbine exhaust expansion joint manufacturing and installation. All work must comply with Lakeland Electric's safety, insurance, and occupational health requirements. Contractor safety evaluation, annual audit documentation, and comprehensive indemnification agreements are required as part of this procurement.
