Unit 5 Combustion Turbine Inlet Filter House Modification and Filter Change

The City of Lakeland is seeking qualified suppliers and installers to provide combustion turbine inlet filters and installation services for McIntosh Unit 5, a Siemens Westinghouse 501G combined-cycle gas/steam turbine unit. The project scope includes supplying 648 conical and 648 cylindrical replacement filters (plus 22 spares for a total of 670 units) along with pre-filter socks, and modifying the existing Pneumafil inlet filter house to install a tripod mounting system. This modification will replace the current troublesome twist-lock tang design which has experienced issues with broken tabs and poor installation quality. The new tripod mounting system will accommodate standard filter designs without twist-lock tangs and will allow for pre-filter sock replacement between major filter changes.

The filter replacement and mounting modification work is scheduled to occur during a Spring 2024 outage beginning February 24, 2024, for 18 working days. The project is designed to improve system reliability and extend filter life to approximately 4.5 years (3 years for main filters plus 18 months with pre-filter socks) by eliminating the ineffective pulse air system and streamlining the filter replacement process. Bidders must provide pricing and lead times for all specified filters and materials, along with installation labor and expertise.

Key dates include a pre-proposal meeting on November 8, 2023 at 3:00 PM, questions and answers deadline of November 15, 2023 at 10:00 PM, and the final bid submission deadline of November 22, 2023 at 7:00 PM. Bidders must meet insurance, safety, and indemnification requirements, and submit a vendor questionnaire along with their pricing proposal. All proposals must comply with City of Lakeland procurement standards and include detailed specifications for the filter products and installation methodology.
