Unit 5 Spring 2025 Outage Contractor Services

Lakeland Electric seeks qualified and experienced boiler and heat recovery steam generator (HRSG) contractors to perform work during the Unit No. 5 Spring Outage, scheduled from February 22, 2025, to May 5, 2025. The work involves comprehensive maintenance and repair of a Nooter-Erikson steam generator (built in 2000) that utilizes waste heat from a Siemens 501G combustion turbine to produce superheated steam for a Siemens ST5 steam turbine. The HRSG is a three-pressure system (low-pressure, intermediate-pressure, and high-pressure drums) with nominal main-steam flow capacity of 553,360 lbs/hr at 1,832 psig and 1041 degrees Fahrenheit.

Key scope elements include replacement of a high-pressure desuperheater spray liner spool piece based on recent borescope inspection findings, replacement of penetration seals identified through thermal-scan results on both the HRSG roof and floor, and additional labor and materials work to be determined by inspection findings during the outage. Bidders must demonstrate expertise performing code welds on thin-wall HRSG tubes and heavy-wall P91 piping, along with other measurable and verifiable qualifications. The HRSG underwent a Siemens Flex Fire upgrade in 2020 that increased mass flow and exhaust temperature through the system.

This is a Request for Proposal (RFP) process requiring detailed accounts of bidder experience as an industrial boiler contractor. Portions of the outage work will be performed on a labor and materials basis, with final scope determination based on inspection findings. Bidders are required to provide pricing proposals with detailed breakouts, complete vendor questionnaires, and proof of insurance and safety compliance. Technical specifications are provided through 31 detailed attachments including HRSG plan views, elevation views, nozzle penetration details, and component specifications.
