Unit 8 Larsen Power Plant Startup Transformer: Evaluate and Repair/Rewind Services

The City of Lakeland Electric is soliciting proposals from qualified power transformer repair vendors specializing in the evaluation, repair, and rewind of a failed 7,500 KVA, 69 KV-4,160/2,400 V substation power transformer. The transformer, manufactured in 1979 and identified as Serial Number GM-124175, experienced a primary medium voltage power source failure on June 26. The scope of work includes comprehensive evaluation, repair, and/or complete rewind of the failed unit to restore it to operational service. All repair work must meet or exceed IEEE Standard C57.140-2006. Transportation, rigging, and lifting services are excluded from this scope and will be covered under a separate contract.

Key submission dates include a pre-proposal meeting scheduled for September 6, 2023 at 3:00 PM, a questions and answers deadline of September 13, 2023 at 9:00 PM, and a final proposal deadline of September 20, 2023 at 6:00 PM. Proposals must include vendor questionnaire responses, pricing information, and documentation of required insurance and safety compliance. Vendors must demonstrate experience with IEEE-compliant transformer repair standards and submit evidence of appropriate safety certifications and insurance coverage.

The transformer is currently offline while power supply has been transferred to a redundant 1965 manufactured medium voltage transformer. Interested vendors should review the complete specifications document (Larsen SUT Specifications 08-01-2023), dimensional drawings (U8 Startup Xfmr Dimensions), and the Doble diagnostic report (Doble Report - Transformer SN GM-124175) to understand the failure analysis and repair requirements. All proposals must include signed indemnification agreements and completion of contractor safety evaluation forms.
