Utility Construction Equipment Rental

The City of Pasadena Water and Power Department (PWP) is issuing an Invitation for Bid (IFB) for heavy construction equipment rental services to support the construction and maintenance of its Power Distribution systems. The PWP serves electricity to more than 65,000 customers and operates a complex Transmission and Distribution (T&D) system comprising thousands of components. The distribution system includes high voltage lines operating at either 4,160 Volts (4kV) or 17,200 Volts (17kV). This solicitation seeks bare rental equipment (without operator) that will be utilized in the normal course of providing electrical service and maintaining the utility's infrastructure.

The equipment rental will support construction and maintenance activities related to the T&D system, which requires a variety of parts and equipment including utility poles, high and low voltage cables, transformers, switches, and dynamic protective devices. The scope includes construction equipment such as cranes, backhoes, draglines, hydraulic tools, pneumatic tools, and general utility vehicles required for power delivery operations and maintenance.

Key Dates: Questions and Answers deadline is October 26, 2023 at 8:00 PM. Bid proposals must be submitted by November 2, 2023 at 8:00 PM. The solicitation was released on October 19, 2023. Bidders must comply with all City of Pasadena requirements, HUD federal provisions, federal contract terms and conditions, and public contract claims procedures as outlined in the comprehensive bid documents.

Submission must include all required forms including declarations of non-collusion, SAM unique entity ID verification, HUD compliance documentation (with separate packages for contracts under and over $200,000), and disclosure of lobbying activities.
