Utility Locating and Marking Services

The City of Cleveland Department of Public Utilities (DPU) is soliciting proposals from qualified professional consultants to provide utility locating and marking services for underground infrastructure operated by three divisions: Cleveland Division of Water (CWD), Cleveland Water Pollution Control (WPC), and Cleveland Public Power (CPP). The consultant will be responsible for locating and marking water, sewer, and electric underground utility facilities in response to excavation notices received through the Ohio Utilities Protection Service (OHIO811).

The primary objective is to achieve compliance with Ohio House Bill 458 Damage Prevention Law and Senate Bill 378, effective January 1, 2016, which mandate that utilities locate and mark underground facilities within 48 hours of receiving excavation notices. The consultant will respond to all tickets received from OHIO811 on behalf of all three DPU divisions, provide timely marking of underground utility locations using the uniform color code system, and respond to requests for design information. The service area includes the Greater Cleveland Metropolitan area covering approximately 640 square miles for water service, 83 square miles for wastewater service, and the City of Cleveland for electric service. The consultant must have access to and ability to interpret utility records including GIS data, maps, construction drawings, and work order records maintained by each division.

Key dates include a pre-proposal conference on May 1, 2024 at 6:30 PM, a questions and answers deadline of May 7, 2024 at 4:00 PM, and a proposal submission deadline of May 17, 2024 at 4:00 PM. The consultant will be responsible for field location and marking activities, record research, consultation with DPU staff, and response to positive response inquiries within the required timeframes. All marking must conform to the Uniform Color Code and Marking Guidelines as specified in Appendix B.
