Utility Locator Assistance

The City of St. Petersburg is seeking qualified vendors to provide technical field services for locating and marking the City's underground utilities on an as-needed basis. The scope of work includes responding to and documenting requests from the Florida Sunshine State One Call Center (SSOCOF) to locate and mark underground fiber optic cable, city lighting electrical lines, and potable, reclaimed, and wastewater utilities throughout the City's service areas. The vendor will perform all work under the general direction of a City project manager and will be subject to review through discussions, report analysis, field observations, assessment of completed work, and evaluation of overall results.

The City is experiencing significant growth in the telecommunications industry with large amounts of fiber optic cable being installed in the Public Right-of-Way. This procurement seeks qualified vendor staffing to perform locate services on an as-needed basis to meet the peak in construction activity. Key dates include a Q&A deadline of January 28, 2026 and a proposal submission deadline of February 12, 2026 at 8:00 PM Eastern Time.

The procurement includes special terms and conditions organized by construction project value thresholds. Vendors must comply with Florida Trench Safety Act requirements, maintain appropriate insurance coverage, and may be subject to background checks.
