Utility-Side Service Line Material Verification and Replacement

The Washington Suburban Sanitary Commission (WSSC) is soliciting sealed responses from qualified contractors to perform service line material verification and lead service line replacements in public rights-of-way within designated work zones in Prince George's and Montgomery Counties, Maryland. The work will be executed in accordance with the latest Commission Pipeline Design Manual, General Conditions, Standard Specifications and Details, and in compliance with U.S. Environmental Protection Agency (EPA) and Maryland Department of the Environment (MDE) Lead and Copper Rule Improvements.

Key dates for this solicitation include a pre-proposal meeting scheduled for October 30, 2025 at 2:00 PM, a Questions and Answers deadline of November 4, 2025 at 7:00 PM, and a proposal submission deadline of November 18, 2025 at 2:00 PM. Late responses will not be accepted. All responses must be submitted via WSSC's eProcurement Portal at https://procurement.opengov.com/portal/wsscwater.

The scope of work encompasses service line material verification and lead service line replacement activities within public rights-of-way. Contractors must comply with all applicable Davis Bacon wage rates, Build America Buy America (BABA) requirements, and State Revolving Fund (SRF) provisions. Health and safety qualification requirements apply, and the WSSC Water Contractor Health and Safety Qualification Questionnaire must be completed as part of the proposal submission.

Minority Business Enterprise (MBE) and Small Local Business Enterprise (SLBE) program participation opportunities are available. Detailed specifications, standard conditions, special provisions, and supplemental materials including EPA guidance documents and WSSC utility-side location lists are provided in the attached documentation. Contractors must demonstrate experience with water utility infrastructure, compliance with procurement regulations, and ability to meet all bonding and insurance requirements specified in the solicitation documents.
