Vineyard Surface Water Treatment Plant - Sludge Removal

Sacramento County Water Agency (SCWA) is soliciting competitive bids from qualified waste haulers for comprehensive sludge removal and waste collection services at the Vineyard Surface Water Treatment Plant (VSWTP), located at 10151 Florin Road, Sacramento, CA 95829. The contracted hauler will be responsible for safe, efficient, and compliant removal, transportation, and disposal of sludge generated from surface water treatment processes. Services include scheduled sludge removal, as-needed pickups, regulatory documentation and manifesting, compliant disposal, and timely reporting.

The anticipated contract term begins September 21, 2026, and continues through September 20, 2027, with optional annual renewals for up to four additional one-year terms, subject to Sacramento County Board of Supervisors approval. All renewals are contingent upon satisfactory performance, funding availability, and mutual agreement. Final contract execution will be subject to all Sacramento County standard terms and conditions, including compliance with applicable laws, safety standards, and prevailing wage requirements.
