WASTEWATER TREATMENT PLANT RECYCLED WATER UPGRADES

The City of Banning seeks Progressive Design-Build (PDB) services for the Wastewater Treatment Plant and Recycled Water Upgrades Project through this Request for Proposals. This is a design-build delivery model where qualified teams will complete project design, permitting, and construction services within a strictly constrained budget of $60 million, inclusive of all design and construction costs, start-up and commissioning, permitting, project management, and construction management services.

The project is authorized under Senate Bill 991, which permits progressive design-build delivery on water infrastructure projects exceeding $5 million in value. This RFP follows the March 22, 2024 issuance of a Request for Qualifications, with Statements of Qualifications received on May 3, 2024. The City has shortlisted three respondents eligible to submit proposals: AECOM Lyles JV, Innovative Construction Solutions, and PERC Water Corporation.

Key project objectives include maximizing recycled water treatment capacity to 3.6 million gallons per day (MGD), achieving Title 22 tertiary disinfected water quality standards meeting Regional Water Quality Control Board limits and Beaumont Basin maximum benefit objectives, maintaining cost-effectiveness, optimizing the construction schedule, and incorporating renewable energy where feasible. The design must facilitate ease of operation, flexibility, durability, energy efficiency, and future expansion while maintaining low capital and operating costs.

Major milestones include a Q&A deadline of September 14, 2024, proposal submission deadline of October 12, 2024, with anticipated design-build contract execution and Notice to Proceed in December 2024. Substantial completion of facilities is targeted for September 2027. All dates are subject to change at the City's discretion. The selection process will utilize a best value evaluation methodology considering multiple factors outlined in the RFP.
