Water Utility Cost of Service Study and Related Consulting Services

The City of Anaheim Public Utilities Department seeks qualified consulting firms to conduct a comprehensive water utility cost of service study and provide related consulting services. The engagement encompasses the development of a detailed cost of service analysis for the water utility, which will inform rate design, tariff structures, and financial planning for the municipality's water operations.

Key responsibilities include conducting a thorough cost of service study that allocates utility costs across customer classes, performing rate design analysis, and providing recommendations for sustainable and equitable rate structures. The consultant will work with APU staff to gather necessary financial and operational data, develop analytical models, and prepare comprehensive documentation of findings and recommendations.

Important dates include a Q&A deadline of April 26, 2025, and a proposal submission deadline of May 13, 2025.
