WECC Reliability Testing and Apparatus Support

Idaho Falls Power (IFP) solicits Statements of Qualifications (SOQs) from qualified firms to provide professional power-related engineering services associated with WECC (Western Electricity Coordinating Council) compliance testing and technical apparatus support. This solicitation is issued pursuant to Idaho Code § 67-2320(2)(h)-(i). One firm will be selected as the most qualified respondent based on qualifications evaluation by IFP personnel.

The selected firm will enter into a professional services agreement with IFP for the current WECC testing cycle, with optional renewal for subsequent testing cycles subject to satisfactory performance and mutual agreement. This is a Request for Qualifications (RFQ) process.

Submission Requirements: All SOQs must be received no later than 1:00 PM (2:00 PM per detailed requirements section) on January 30, 2026. Physical submissions must be in sealed envelopes clearly marked with the respondent firm name, RFQ title, and solicitation number. Five copies are required and must be mailed to Idaho Falls Power, Attn: Keri West, P.O. Box 50220, 140 S. Capital Ave, Idaho Falls, ID 83405-0220. Electronic submissions must include the RFQ title in the subject line and be sent to both sboorman@ifpower.org and kwest@ifpower.org.
