Well 37 Equipping Design Services - Request for Proposals

The Palmdale Water District is soliciting engineering design services for Well 37, a new municipal groundwater well facility. The project involves design and engineering for a well site located 500 feet west of Well 24, east of the intersection of Avenue P8 and 25th Street E in Palmdale, California. Based on a 2025 Well 37 Site Assessment Report completed by Kyle Groundwater, Inc., the site has been identified as technically feasible for a municipal groundwater well with production capacity of 800-1,200 gallons per minute (gpm).

The selected consultant will provide comprehensive engineering design services covering hydrogeologic, civil, mechanical, structural, electrical, instrumentation, and environmental disciplines. The scope includes design of the permanent well equipping system, pump and column pipe design, electrical systems, wellhead structure, chemical feed systems, site improvements, and integration with the District's water system. The consultant will also coordinate permitting with the State Water Resources Control Board Division of Drinking Water (DDW) and provide bid support and construction-phase engineering services. Well drilling services will be procured under a separate contract and are excluded from this RFP.

Key dates include a Q&A deadline of May 1, 2026 and a proposal submission deadline of May 23, 2026 at 12:00 AM. The consultant must provide integrated design and construction-phase services including design calculations, permit coordination, and engineering oversight necessary to deliver a fully operational municipal well facility compliant with state drinking water standards.

The Palmdale Water District is an independent special district governed by a five-member Board of Directors, originally formed in 1918 as the Palmdale Irrigation District to supply water to approximately 4,500 acres of agricultural land within its service boundaries.
