Western Farmers Electric Cooperative 2023 RFP for SPP Power Supply Resources

Western Farmers Electric Cooperative (WFEC) is soliciting proposals for power supply resources to meet its wholesale power needs. This RFP seeks thermal generation resources, renewable energy resources (wind, solar), renewable energy plus energy storage combinations, energy-only blocks, firm capacity, and deliverable capacity products. Proposals must be delivered to points within the Southwest Power Pool (SPP) footprint, with a strong preference for resources located in New Mexico that can support the cooperative's Renewable Portfolio Standard requirements.

Proposals for renewable resources must have a minimum of 50 MW of accredited capacity (either single site or portfolio) with a maximum of 300 MW. For thermal generation, battery energy storage systems (BESS), and hybrid resources, bidders may propose multiple configurations with different commercial operation dates and contract terms. WFEC will evaluate proposals based on economic, reliability, and strategic benefits, with preference given to firm energy and capacity products. Energy storage components, when included, should have a minimum 4-hour duration. Grid charging of battery systems is acceptable and expected when economically optimal.

The RFP follows a two-phase evaluation process. Phase 1 proposal submission deadline is July 14, 2023 at 5:00 PM CPT, with Phase 1 results announced September 7, 2023. Phase 2 proposals are due October 18, 2023 at 5:00 PM CPT, with results announced December 1, 2023. Bidders must submit a Notice of Intent to Provide Proposal by May 24, 2023 at 5:00 PM CPT. Contract negotiations and execution of Power Supply Agreements are expected to occur in Q1-Q2 2024. Preferred contract terms are 2 years, 5 years, or 10 years, with thermal generation having a preferred commercial operation date of June 1, 2025 or earlier (no later than June 1, 2029). Questions may be submitted through June 14, 2023, with responses posted on the WFEC RFP website.

Bidders should note that separate evaluation forms must be submitted for each individual project and each design variation. No bid fee is required, and no specific interconnection queue number is required, though bidders should provide details on their interconnection plans. Financial stability and creditworthiness will be evaluated if proposals advance to shortlisting.
