WILKINS POWER PLANT INSTRUMENTATION AND CONTROLS REBUILD

The Marblehead Municipal Light Department (MMLD) is soliciting sealed bids from qualified vendors for the Wilkins Power Plant Instrumentation and Controls Rebuild project. The work will be performed at 7 Woodfin Terrace in Marblehead, Massachusetts, and involves the comprehensive rebuild of instrumentation and control systems at the power plant. The project is subject to Massachusetts General Laws governing public bidding, including M.G.L. c.164, §56D and c.30, §39M, and requires compliance with state minimum wage rates under M.G.L. c.149 §26 to 27H.

Bids must be submitted via the Town's Procurement Portal at https://procurement.opengov.com/portal/marblehead by August 19, 2026 at 10:00 AM. Any bids received after the deadline will not be accepted. A mandatory Pre-Bid Conference and site visit will be held on August 11, 2026 at 10:00 AM at the project location: 7 Woodfin Terrace, Marblehead, MA. Attendance at this conference is required for all bidders. The bidder agrees that its bid remains valid and may not be withdrawn for a period of 30 days (excluding Saturdays, Sundays, and legal holidays) after the bid opening.

Each bid must be accompanied by a bid deposit equal to five percent (5%) of the total bid price, in the form of a certified check, cashier's check, treasurer's check, or bid bond made payable to the Marblehead Light Department. Failure to submit the required bid deposit will result in the bid being deemed non-responsive. The contract will be awarded to the responsive and responsible bidder whose proposal is determined to be the most advantageous to MMLD based on price and other evaluation factors as outlined in the Instructions to Bidders. MMLD reserves the right to waive any informalities, accept or reject any or all bids in whole or in part, or take other action deemed in the best interest of MMLD.

All bids are subject to applicable public bidding laws of Massachusetts, including minimum wage rate determinations by the Commissioner of Labor and Workforce Development and weekly payroll record submission requirements under Massachusetts General Laws, Chapter 149, Sections 26 through 27D inclusive. The project is a critical infrastructure upgrade for the municipal light department's power generation capabilities.
