Willow-Northeast Transmission Structures

The Board of Water and Light (BWL) is soliciting sealed proposals for the furnishing of transmission structures for the Willow-Northeast Transmission project. The scope of work includes the supply and delivery of 138kV transmission structures, including tangent structures with post insulators on wood poles for single circuit applications, medium angle structures on wood poles for single circuit applications, and pole grounding systems with and without downlead brackets.

All proposals must be submitted in full accordance with the enclosed Scope of Work documentation. Proposals must be submitted through the IonWave platform; proposals received via email will not be accepted. Bidders are required to complete the Instructions to Bidders, acknowledge the Terms and Conditions for Material Purchases, and provide a sworn and notarized affidavit of compliance with the Iran Economic Sanctions Act.

Key dates include a Question Cutoff Date of May 15, 2026 at 12:00 PM (ET) for any clarifications needed on the bid documents. The sealed proposal submission deadline is May 22, 2026 at 2:00 PM (ET). The BWL reserves the right to reject any or all proposals, waive irregularities or technicalities, and accept proposals in whole or in part based on factors it deems in its best interest.
