Wilson and Oak Knoll Substation Oil Containment

The City of Pasadena Water and Power Department seeks qualified contractors to construct oil containment systems at the Wilson and Oak Knoll Substations. These projects are designed to prevent mineral oil spills from transformers and electrical equipment from affecting the environment, bringing the substations into compliance with Federal Environmental Protection Agency regulations, specifically Title 40 (Protection of Environment), Code of Federal Regulations (CFR), Part 112 (Oil Pollution Prevention). The substations were constructed prior to the implementation of these federal regulations and require upgrades to meet current environmental standards.

The construction work includes a comprehensive scope encompassing sawcutting and removal of existing concrete pads; excavation, backfill, soil compaction, and testing with shoring where required; installation of reinforced concrete pipe, reinforced concrete trenches with grates, and reinforced concrete structures; hauling, provision of safety devices, demolition work, and cleanup with miscellaneous appurtenant work. Key Dates: Pre-Proposal Meeting on October 23, 2023 at 4:00 PM; Questions and Answers Deadline on November 2, 2023 at 6:00 PM; Proposal Submission Deadline on November 22, 2023 at 7:00 PM. The project is issued under Solicitation Number 2023-IFB-LM-824 using the Labor and Materials Competitive Bidding process (PMC 4.08.045). Engineer's estimate will not be made available for this project.

Submission requirements include completion of all required forms (Declaration of Non-Collusion, Relevant Experience Form, Subcontractor Listing, Disclosure of Lobbying Activities, Unique Entity ID confirmation), performance bond, material and labor bond, and signed master labor and materials contract. Proposals must include proof of compliance with all city, state, and federal requirements.
