Wireless Transmitter Leasing Program Management

New Braunfels Utilities (NBU) is seeking qualified respondents to provide wireless transmitter leasing program management services. This RFP solicits proposals for the establishment and management of a comprehensive wireless transmitter leasing program to support NBU's operational and infrastructure needs.

Proposals must be submitted in sealed format and addressed to the NBU Purchasing Department at 355 FM 306, New Braunfels, Texas 78130. The submission deadline is Thursday, September 11, 2025 at 2:00 PM Central Time. NBU will not accept late proposals, and the purchasing department is not available for weekend or holiday deliveries.

Key dates and milestones include: Q&A deadline on September 2, 2025 at 10:00 PM CT, and a public proposal opening scheduled for September 11, 2025 at 3:00 PM CT via videoconference. All proposals must remain firm for 120 days from submission. Respondents interested in participating should register as an NBU vendor at the procurement portal (https://procurement.opengov.com/portal/nbutexas) to access RFP documents and any addenda. Award will be made to the respondent whose proposal is determined to be most advantageous to NBU, considering the relative importance of price and other specified evaluation factors per Chapter 252 of the Texas Local Government Code. NBU reserves the right to reject any or all proposals, waive formalities or technicalities, and accept portions of proposals as deemed most advantageous.
