WPSC – Request for Pricing – Energy

Wisconsin Public Service Corporation (WPSC) is seeking competitive offers for Firm Physical Energy through Bidwell Energy's electronic auction platform. This RFP solicits bids for on-peak firm physical energy with Liquidated Damages, as defined in the master EEI or NAEMA contract Schedule P. The product is priced on a financial basis via MISO Day Ahead Financial Bilateral Schedule, delivered at the WPS.WPSM location in MISO. On-peak MISO Market Hours cover HE 0700-2200 EST Monday through Friday, excluding NERC holidays.

Key Dates and Timeline:

• RFP Posted: May 27, 2026
• Notice of Intent to Participate Due: June 12, 2026 at 12:00 PM ET (11:00 AM CT)
• Platform Demonstration (by request): June 15, 2026, 1:00-3:00 PM ET
• Auction: June 16, 2026, 11:30 AM ET (10:30 AM CT)
• Awards: Within 5 minutes of auction close

All bids must be submitted exclusively through the Bidwell Energy Exchange web-based platform at https://bidwellexchange.com. Participation requires execution of a Bidder Agreement with Bidwell Energy and submission of a non-binding Notice of Intent via email to Elisabeth Bottomley at elisabeth@bidwellenergy.com. Platform demonstration participation is mandatory for first-time users. The minimum price increment is $0.01/MWh, and a fee of $0.19/MWh applies to all awarded quantities and must be included in all offers.

Successful bidders will execute contracts previously approved by WPSC using either the NAEMA Tariff or EEI Master Agreement. Bidders without existing NAEMA or EEI agreements with WPSC must contact Kim Brewer at kim.brewer@we-energies.com immediately to initiate that process. Credit limits will be established according to approved credit arrangements for each bidder. WPSC reserves the right to reject any and all offers and is not obligated to award based solely on price.
