AI overview

The Wyoming Energy Authority (WEA) seeks proposals from qualified consultants to conduct a comprehensive statewide transmission planning study. This study is mandated by Wyoming Senate File 102 (2026) and will evaluate the state's electric transmission system to identify strategic opportunities for future transmission development. The project is structured in two phases: Phase I will inventory existing transmission facilities, develop three load-growth scenarios (low, moderate, and high demand), and perform power flow modeling, deliverability and congestion analysis, advanced transmission technology assessment, and a gap analysis. Phase II will provide a qualitative electricity market participation assessment, reviewing RTOs, ISOs, day-ahead and real-time markets, and bilateral structures active in Wyoming, as well as the current participation status of Wyoming utilities.

The selected consultant will be expected to deliver a comprehensive transmission line inventory dataset, a substation inventory dataset, maps, technical memoranda, scenario modeling results, and a final report with legislative presentation materials. Stakeholder engagement is a key component, with the consultant supporting WEA in establishing an advisory Working Group comprising representatives from Wyoming electric utilities, transmission developers, state agencies, and energy developers including large load customers. The consultant may also be required to participate in Working Group meetings and legislative briefings.

Proposals must be submitted via the WEA website by August 9, 2026, with consultant selection anticipated on August 19, 2026, and project kickoff scheduled for September 1, 2026. Phase I draft findings are due December 1, 2026, with the final Phase I report due December 14, 2026. Phase II draft findings are due February 1, 2027, with the final Phase II report due February 15, 2027, and the combined Phase I and II final report due March 1, 2027. All times are Mountain Time.

Proposal requirements include firm qualifications, project team details, technical approach, work plan, and a cost proposal with total project cost and breakdown by task. Evaluation criteria include relevant experience, technical approach, project team, and cost. Questions regarding the RFP should be emailed to John Jenks at john.jenks1@wyo.gov with "Transmission Study" in the subject line. Answers will be posted on the WEA website.
