Xcel Energy's New Mexico 2024-2043 Integrated Resource Plan (Current)

Xcel Energy is conducting a facilitated stakeholder engagement process for its 2023 Integrated Resource Plan (IRP) filing with the New Mexico Public Regulation Commission (NMPRC). The IRP covers a 20-year planning period and addresses resource adequacy issues and long-term resource needs. The company filed its formal IRP on October 13, 2023. The New Mexico Public Regulation Commission appointed Gridworks as an independent facilitator to lead the stakeholder process, which is intended to develop consensus on two key elements: the Statement of Need and the Action Plan.

The facilitated stakeholder engagement process includes multiple meetings and workshops scheduled throughout 2023. Key milestones include an orientation meeting on May 16, foundational knowledge-building sessions on June 1, in-person workshops on June 13-14 focused on developing the Statement of Need, a modeling forum on July 6, hybrid assessment meetings on August 1-2, and action plan consensus meetings on August 29, September 13, and October 3. The process culminates with a reflection meeting on October 26 to assess effectiveness and identify best practices for future IRP stakeholder processes.

Participants will engage in detailed discussions on system modeling, natural gas price forecasting, demand-side resources, energy storage solutions, and renewable energy integration. Working groups focus on demand-side resources, modeling scenarios, and futures analysis. Meeting formats include virtual Zoom sessions, in-person workshops in Hobbs, New Mexico, and hybrid meetings.
