Xcel Energy's New Mexico 2027-2046 Integrated Resource Plan

Xcel Energy is conducting a facilitated stakeholder engagement process for its New Mexico 2027-2046 Integrated Resource Plan (IRP) filing scheduled for October 2026. The New Mexico Public Regulation Commission (NMPRC) has appointed Gridworks as the independent facilitator to lead the stakeholder process. This process is designed to advise Xcel Energy and reach potential agreement on two key elements: the statement of need and action plan covering a 20-year planning period.

The stakeholder engagement includes eight workshops scheduled from March through September 2026, conducted in both virtual (Zoom) and hybrid formats across New Mexico and Texas service territories. Key workshops include orientation meetings (March 5), foundation-building sessions (March 23-24 in Roswell), modeling forums (April 30), base case model discussions (May 20 in Amarillo), action plan consensus assessments (June 23-24 in Hobbs), and follow-up sessions in July-September. Participants can access detailed presentations, slide decks, workshop summaries, and YouTube recordings from all sessions. Interested stakeholders must register for sessions and may request confidential data access through formal data access request forms.

The process covers resource planning topics including load forecasting, planning and policy requirements, demand-side resource options, and supply-side resource options. Multiple discussion guides and presentation materials are available, and stakeholders can participate in modeling discussions through a dedicated form.
