Burlington Electric Department (BED) is soliciting quotations for the supply and delivery of single phase, liquid-filled, compartmental-type, dead front, loop feed padmounted transformers. The transformers shall be 60 Hz, mineral oil immersed, self-cooled with 65 degrees Celsius rise and rated at specifications to be determined on the purchase order.

Key technical requirements include: nominal high voltage rating of 13800 Grd Y/7970 at 95 kV BIL; nominal low voltage rating of 240/120 at 30 kV BIL; impedance voltage of 1.50-2.35% for 15-167 kVA units; and full compliance with ANSI/IEEE C57.12.00, C57.12.28, C57.12.38, C57.12.70, C57.12.80, C57.12.90, C57.91, and IEEE 386 standards. All transformers must be PCB-free with certification on the nameplate.

Vendors must provide quotations including outline drawings with dimensions, one-line diagrams, guaranteed average and maximum no-load losses at 20 degrees Celsius/100% voltage, guaranteed average and maximum total load losses at 85 degrees Celsius/100% voltage, percent impedance, percent exciting current, X/R ratio, tank corrosion mitigation methods, and warranty information including location of nearest manufacturer-owned service shop. Certified test reports by serial number must be delivered prior to shipment for BED approval and cover all required testing including full wave voltage impulse, short circuit criteria verification, no-load losses, total losses, percent impedance, and exciting current measurements.

Delivery must be made by February 6, 2026 by 5:00 PM EST, FOB destination with freight allowed to BED dock (operating hours 7:30 AM to 2:30 PM Monday-Friday). All quotations must be submitted via BED's secure website using unique login credentials. Quotation deadline is ASAP. Outline drawings showing transformer dimensions are mandatory; missing information will render the RFP invalid and not evaluated. Certified test reports must be emailed to engineering@burlingtonelectric.com at time of shipment.

BED reserves the right to accept or reject any or all proposals, negotiate separately with any source, and assess financial penalties if test results fail to meet quoted losses per BED's loss evaluation formula. Exceptions to specifications must be submitted in writing and accepted by BED on the awarded purchase order to be binding.
