Burlington Electric Department (BED) is requesting quotations for single phase, overhead, distribution transformers meeting ANSI/IEEE standards. The transformers must be 60 Hz, mineral oil immersed, self-cooled, with 65°C rise, rated at 13800 Grd Y/7970 volts with 95 kV BIL on the primary side. Secondary voltage options include 120/240, 277, or 240/480 volts with 30 kV BIL. Impedance voltage specifications range from 1.60% to 2.25% for 15-167 kVA units. Quantity required is 5 transformers.

All transformers must comply with ANSI/IEEE C57.12.00, C57.12.20, C57.12.31, C57.12.90, and C57.91 standards. Manufacturers must provide certified test reports by serial number including no load losses at 20°C/100% voltage, total losses at 85°C/100% voltage, percent impedance at 85°C, and exciting current at 100% rated voltage. All transformers must be subjected to full wave voltage impulse testing and meet short circuit criteria. The manufacturer must certify that transformers and oil are PCB free, with this notation appearing on the nameplate.

Delivery is required no later than February 6, 2026 at 5:00 PM EST, with shipment on FOB destination with freight allowed. Quotations must be submitted via the secure BED website and must include outline drawings showing transformer dimensions, one-line diagrams, average and guaranteed maximum losses, impedance and X/R values, percent exciting current, corrosion prevention method description, and warranty information including nearest authorized service shop location. BED's loss evaluation formula will be applied to all bids, and failure to meet quoted losses may result in financial penalties assessed to the manufacturer. All bids become property of BED and are subject to public viewing after contract award.

Quotations must be valid for a specified number of days, include delivery timeframe, payment terms with discount information, and confirm whether freight is included in unit cost. Approval drawings will be required after order placement but should not affect delivery time. Certified test reports must be emailed to engineering@burlingtonelectric.com at time of shipment. Exceptions to the specification must be submitted in writing and accepted by BED on the awarded purchase order to be binding.
