Burlington Electric Department (BED) is soliciting quotations for single phase, 60 Hz, mineral oil immersed, self-cooled, 65 degree Celsius rise, overhead type, distribution transformers. The quantity required is 5 units. Transformers must comply with ANSI/IEEE standards C57.12.00, C57.12.20, C57.12.31, C57.12.90, and C57.91. All units must be rated 13800 Grd Y/7970V at 95 kV BIL on the primary side, with secondary voltage options of 120/240V, 277V, or 240/480V at 30 kV BIL. Impedance voltage must fall within 1.60% to 2.25% for units rated 15-167 kVA.

Vendors must provide comprehensive quotations including outline drawings with one-line diagrams, guaranteed average and maximum no-load losses at 20 degrees Celsius and 100% voltage, guaranteed average and maximum total load losses at 85 degrees Celsius and 100% voltage, percent impedance and X/R ratios, percent exciting current, a description of corrosion prevention methods, and warranty information with location of nearest manufacturer-owned service shop. All transformers must be PCB-free and include full capacity taps (2-2.5% AN and 2-2.5% BN) connected to the primary winding if specified by BED. The transformer finish must withstand a minimum 160 inch-pound impact per ASTM D2794. Certified test reports by serial number must be emailed to engineering@burlingtonelectric.com at the time of shipment.

Delivery is required by February 6, 2026 at 5:00 PM EST. Shipment must be FOB destination with freight allowed at the BED dock. Delivery hours are 7:30 AM to 2:30 PM Monday through Friday. All quotations must be submitted via BED's secure website; faxed, emailed, or mailed bids will not be accepted. Any missing information will result in the RFP being deemed invalid and not evaluated. Exceptions to the specification must be submitted in writing and accepted by BED on the awarded purchase order to be binding. BED reserves the right to accept or reject any proposals and to negotiate separately with any source to serve the best interests of BED. Failure to meet quoted losses may result in financial penalties assessed via BED's loss evaluation formula.

Payment will be held until certified test reports are received and accepted by BED. All submitted bids become the property of Burlington Electric Department, and after contract award, all bids are open for public viewing.
