Z1DZ--695-22-123 Upgrade N Campus Medium Voltage Feeders

The Department of Veterans Affairs, through the Milwaukee VAMC (Clement J. Zablocki VAMC) at 5000 W. National Avenue in Milwaukee, Wisconsin, is soliciting bids for construction to upgrade the North Campus medium voltage electrical distribution system. The project, identified as VA Project No. 695-22-123 under VA Contract No. 36C25224D0005, Task Order 4, will convert the existing radial North Campus feed into a loop configuration to improve reliability and enable shorter or eliminated outages for future work. The Master Construction Specifications and bid documents were prepared by Encorus Group, the Architect-Engineer, and dated October 9, 2025.

The technical scope includes installation of new medium voltage duct banks, underground medium voltage cables, pad-mounted liquid-filled medium voltage transformers, medium voltage circuit breaker switchgear, and medium voltage fusible interrupter switches. Work is organized into six construction phases: Phase 1 mobilization and laydown; Phase 2 duct bank construction and establishment of the new HVS-12 switch near the CLC area; Phase 3 establishment of the medium voltage loop between Building 115 switchgear, HVS-12, and existing HVP-36; Phase 4 upgrade of the remaining loop across the Northeast, Northwest, BCL/B102, B112/B119/B150/B84, and B1301/K areas with replacement of transformers, switch enclosures, panelboards, and feeders; Phase 5 work on the North End and Governor's Mansion spurs including removal of abandoned feeders; and Phase 6 commissioning, VA staff training on the interlock key system, and demobilization.

The medical center must remain operational 24 hours a day, 7 days a week throughout construction. All utility outages must be scheduled and coordinated with the Contracting Officer's Representative, with outage requests submitted in writing at least four weeks in advance and detailed work plans required. The contractor must maintain temporary protective measures, adhere to infection control and interim life safety measure requirements, and work within designated phasing to keep patient areas energized and accessible. Long lead time transformers and switches should be ordered during Phase 1, and temporary HVP enclosures may be required if equipment lead times exceed six months.

Administrative requirements include full-time site superintendent dedication, OSHA 30-hour certification for supervisory personnel, VA badging and fingerprinting of all contractor employees, SAC forms for every worker, a CPM project schedule with monthly updates, MEP coordination drawings, as-built drawing submittals, and photographic documentation. Sole source items include Eaton Foreseer electrical monitoring, Hilti Firestop systems, and Belden Brick modular brick. Contract documents may be obtained from the beta.SAM.gov website where the solicitation is posted, with hard copies at the contractor's expense. This specification package covers Division 00 through Division 48 sections including electrical, civil, earthwork, and utility jacking and boring requirements.
