Silicon Valley Clean Energy (SVCE) is seeking proposals for comprehensive Human Resource (HR) Generalist and Brokerage Services. Required HR Generalist Services include: maintaining and updating employee and safety handbooks, maintaining employee personnel files, ensuring compliance with OSHA and applicable labor laws, facilitating and managing all benefit enrollments, conducting new hire onboarding and termination procedures, providing on-site presence of 100-200 hours annually based on agreed schedule, administering disability and worker's compensation claims, answering employee questions, advising staff and implementing best HR practices, and providing other standard HR services as needed. Preferred HR services include development and placement of recruitment materials, screening and presentation of candidates, facilitation of interviews, reference and background checks, and offers of employment as directed by SVCE. Brokerage Services include managing health coverage through Cal Choice Exchange (with openness to alternative arrangements after first year) and potential placement of worker's compensation insurance. SVCE is seeking a minimum two-year engagement. Preference will be given to bidders located in the Bay Area as occasional on-site visits will be required. SVCE currently serves approximately 270,000 residential and commercial electricity customers across thirteen communities in Santa Clara County. SVCE is expected to have 25 full-time-equivalent employees by end of 2019 plus 10 contingent positions.
