Silicon Valley Clean Energy (SVCE) is seeking proposals for comprehensive payroll services. The scope includes: (1) Core Functionality: Processing of bi-weekly payroll including processing of other payroll expense items (stipends, bonuses, etc.), timely and accurate payroll tax processing and reporting, and timecard management; (2) Customer Service: Auditable system for work order tracking of client requests including acknowledgement, status, and confirmation of completion, a designated customer service representative to the account that can act as primary contact for all service requests with a secondary contact available, and established key performance metrics for completion of routine tasks and requests; (3) Technology: SVCE access to a single web portal with 99.999% uptime, intuitive interface for employee entering payroll information, tracking and easy accessibility of pay stub information including aggregate time-off balances, and flexibility in processing deferred compensation with preference for bidders that have interface capabilities with Public Agency Retirement System (PARS). The vendor is seeking a minimum two-year engagement. SVCE is expected to have twenty-five (25) full-time-equivalent employees by the end of 2019 and an additional ten (10) contingent positions. Service area comprises thirteen communities: Campbell, Cupertino, Gilroy, Los Altos, Los Altos Hills, Los Gatos, Milpitas, Monte Sereno, Morgan Hill, Mountain View, Saratoga, Sunnyvale and Unincorporated Santa Clara County.
