East Kentucky Power Cooperative (EKPC) is soliciting proposals for PJM energy and capacity resources to meet generation needs of 540 MW to 2,200 MW. The RFP accepts proposals for new-build gas-fired and solar development projects with commercial operation dates (CODs) between 2029 and 2031, as well as existing projects. EKPC will consider single projects or aggregated multiple proposals to meet the entire requirement, including projects as small as 40 MW if paired with other alternatives.
Proposals may include energy-only, capacity-only, or combined energy and capacity offers. Energy delivery to the EKPC Zone is preferred, but other locations in the PJM market and external resources firmly delivered into PJM will be considered. For capacity resources, offerings must be available in the Rest of RTO and priced in UCAP terms. The cooperative values firm gas transportation agreements for gas-fired projects, with preference for coverage up to 100% of daily maximum volumes. Expected high utilization is approximately 90% capacity factor.
EKPC prefers contract terms from December 1, 2026 through May 31, 2036, though terms greater than 24 months will be considered, and offers extending beyond May 31, 2036 are acceptable. EKPC will also consider tolling agreements. Projects do not need existing PJM interconnection approvals, though risk assessment will be applied. All awarded contracts require Kentucky Public Service Commission regulatory approval, with timelines ranging from 60 days to 8 months depending on contract type.
Key deadlines include Notice of Intent to Bid due Friday, June 13, 2025 at 5:00 PM EPT; final RFP question submittal by Friday, June 20, 2025; proposal submission deadline of Monday, June 30, 2025 at 5:00 PM EPT; notification of results on Friday, July 25, 2025; and complete contract negotiation and execution by Wednesday, October 15, 2025.
