Frankfort Plant Board CIS & ERP Software and Implementation Services RFP

Frankfort Plant Board, a publicly municipal utility providing electric, water, cable, and telecommunication systems, is seeking qualified firms to provide Customer Information System (CIS) and Enterprise Resource Planning (ERP) software solutions along with comprehensive implementation services.

The scope of this procurement includes the selection and implementation of integrated software systems to support the utility's customer information management and enterprise resource planning operations. The CIS system will handle customer billing, accounts, and service management functions across the utility's multiple service lines (electric, water, cable, and telecommunications). The ERP system will support enterprise-wide financial management, operational planning, asset management, and other core business processes.

Proposals must be submitted no later than 3:00 P.M. EST on Friday, January 16th, 2026. The RFP was published on December 3, 2025, providing vendors with approximately 44 days to prepare comprehensive responses. Qualified vendors should demonstrate experience implementing CIS and ERP solutions in municipal utility environments with similar operational complexity and service line diversity.

Proposals should address software functionality, implementation methodology, timeline, resource allocation, training and support services, and total cost of ownership. Vendors are required to submit their responses in accordance with the detailed requirements outlined in the official RFP document.
