OG&E 2026 All Source RFP

Oklahoma Gas and Electric Company (OG&E) is issuing this Request for Proposals to solicit offers from qualified bidders to supply resources that provide SPP Accredited Capacity. The RFP seeks generation resources with a minimum capacity of 100 MW of seasonal Accredited Capacity per bid, with no maximum capacity limit. Projects must be capable of at least four consecutive hours of run time in accordance with SPP OATT Attachment AA and must be available to satisfy OG&E's resource adequacy obligations no later than March 15, 2032, with preference for projects providing capacity as early as possible.

Eligible contract types include Power Purchase Agreements (PPAs), Capacity Purchase Agreements (CPAs), or Purchase and Sale Agreements (PSAs), with CPAs and PPAs limited to a maximum duration of 10 years. Projects must interconnect within SPP in Oklahoma or Arkansas, with preference for OG&E's service area. Bidders must have submitted an SPP Generation Interconnection Application by December 31, 2025, have an executed Generation Interconnection Agreement (GIA), or have an existing GIA. All generation technologies available as Accredited Capacity are eligible, with OG&E expressing a preference for natural gas-fired resources. Single resource and combination bids are permitted. OG&E is expected to self-bid into this RFP.

Key deadlines include: RFP Draft Issue on January 27, 2026; Technical Conference on February 12, 2026 from 1:00 PM to 3:00 PM Central Prevailing Time; RFP Final Issue on February 26, 2026; Bidder Questions Deadline on May 7, 2026; Notice of Intent to Bid due by May 14, 2026; and Bid Due Date of May 20, 2026 at 5:00 PM. Bids will be opened virtually on May 21, 2026 (Bid Opening Day). Additional key dates include expected selection of bids for negotiation on September 3, 2026, and completion of agreements by November 30, 2026.

Bidders must submit a non-refundable Bid Fee of $10,000 per bid, with an additional fee of $1/kW of capacity applied to projects selected for contract negotiation. All bid submissions must be sent electronically to 2026AllSourceRFPBids@oge.com by the bid due date. Bids must include a comprehensive written narrative addressing 13 specified topics, completed bid forms (Bid Summary Form, Certification and Authorization Form, and Bid Attribute Forms), and redlined Form Agreements. Bidders are limited to four bids per individual site. The RFP will be administered in a fair, just, and reasonable manner consistent with Oklahoma Administrative Code rules for competitive procurements.
