San Diego Gas & Electric Company (SDG&E) seeks to procure resources to meet electric system reliability needs as required by California Public Utilities Commission Decisions D.21-06-035, D.23-02-040, and D.24-02-047. The RFO solicits eligible system-level resource adequacy (RA) to come online between June 1, 2025 and June 1, 2028, with consideration for Long-Lead Time (LLT) resources coming online by June 1, 2031. SDG&E is seeking to meet an electric system reliability target of 170-320 MW to come online by June 1, 2025, and will also consider firm energy imports deliverable starting June 1, 2024. Total procurement requirement is 619.5 megawatts (MWs) of net qualifying capacity (NQC) distributed across multiple years and resource types: (1) Any other type of non-fossil-fueled resource: 82.7 MW (2023), 247.6 MW (2024), 62.3 MW (2025), 72.0 MW (2026), 72.0 MW (2027), totaling 536.6 MW; (2) Firm zero-emitting resources: 41.4 MW (2028); (3) Long-duration storage resources: 41.4 MW (2028); (4) Zero-emitting resources by no later than 2025: 103.1 MW. Eligible resources include: standalone RPS generation resources, standalone storage, generation resources paired with storage (physically or contractually), demand response resources, long-duration storage (able to deliver at maximum capacity for at least eight hours), generation capacity with no on-site emissions or eligible under renewables portfolio standard with at least 80 percent capacity factor, and firm energy imports following resource adequacy program eligibility rules. Resources must be available every day from 5 p.m. to 10 p.m. Pacific Time at minimum (for DCPP replacement capacity, must deliver at least 5 megawatt-hours of energy during each daily period for every megawatt of incremental capacity claimed, or otherwise meet all applicable RA rules). The RFO is issued under three tracks: Track 1 for zero-emitting or generic non-fossil fueled resources (energy storage/hybrid, standalone renewable, distributed energy resource, demand response); Track 2 for long lead-time resources (long-duration energy storage, firm zero-emitting generation); Track 3 for firm energy imports.
