Silicon Valley Clean Energy Authority (SVCE) is seeking comprehensive benefits broker services to support the organization's employee benefits management. The scope of work includes benefits strategy consulting to evaluate, analyze, monitor and make recommendations for developing comprehensive total benefits packages and plan designs, with focus on cost efficiency measures and best-in-class benefits options. The vendor will prepare communications and manage education, contracts and documentation for agency benefit renewals and changes, and facilitate the open enrollment process.
The vendor will administer vendor solicitations in a timely manner, evaluate proposals and negotiate on behalf of the agency, and make recommendations for competitive benefits providers. Compliance and regulatory support is required to ensure benefits programs comply with federal, state, and local laws and regulations, with guidance on annual and new compliance requirements. The vendor will serve as a liaison between SVCE and benefits providers, providing support for claims issues, billing concerns, and other questions, escalations or problems that need resolution. The vendor will obtain benefits data and reporting to track progress and identify trends to support ongoing strategy.
Technology support is a key component, including assistance with integration of benefit administration platforms, system implementation, data integration, and annual benefits updates. Vendors with experience in Employee Navigator, Paylocity, Rippling or similar tools are preferred. The vendor must provide assistance with workers compensation claims for SVCE and handle COBRA administration, with a preference that COBRA not be tied to the current HRIS system.
Key dates include January 20, 2026 deadline for questions and clarifications, January 22, 2026 posting of question responses, January 30, 2026 deadline for proposal submission at 5:00 PM Pacific Time, February 2, 2026 notification of top proposers for interviews if applicable, February 4-6, 2026 possible interviews, February 9, 2026 anticipated notification of awardees, and February 13, 2026 anticipated contract finalization and work commencement date.
