RFB for Transformers

Greenville Utilities Commission is soliciting sealed bids for the furnishing of approximately 2 units of 2,000 KVA three-phase padmount transformers. The transformers must be 60 Hz, 65-degree Celsius rise, 95 KV BIL, with 12470/7200 volt grounded wye primary to 480Y/277 volt secondary configuration. The high voltage section shall be dead front radial feed design equipped with three high voltage ESNA wells and specific fuse configurations (Cooper #403861C05CB and #CBUC08250D100). The transformers must include a minimum 30 inch by 30 inch deep secondary compartment with tinned copper low voltage terminals featuring 20-hole bushing spade type design suitable for supporting full magnitude secondary faults.

Required accessories include liquid level gauge, pressure-vacuum gauge, pressure relief valve, dial type thermometer for top oil temperature, and straddle taps with external changer. Transformers must have bolt-on covers for tap changer and bushing accessibility, be colored green, and meet all ANSI Standard C57.12.28-1988 coating system requirements. All transformers must be new, non-PCB certified at manufacture, and only from approved manufacturers including Power Partners/ABB, Central Moloney, Cooper Power Systems, ERMCO, GE/Prolec, Howard Industries, Kuhlman Electric Company, CG Power Systems, VanTran Industries Inc., JSHP Transformer, AR Transformers Inc., Maddox Transformer, JST Power Transformers, or Kllen Group America. Non-approved manufacturers require conditional approval from the Director of Electric Systems.

Bidders must provide guaranteed average no-load and load losses as defined under ANSI Standard C57.12.90, with no-load losses corrected to 85 degrees Celsius. The award will be based primarily on the lowest estimated total ownership cost (TOC) over 30 years using the ElectriCities Transformer Formula: TOC = Unit Cost + $7.80/watt x NL Loss + $2.10/watt x Load Loss. If the TOC difference between the lowest cost unit and others is less than 3%, evaluation may be based on lowest initial cost considering delivery time. Quoted delivery time and past performance of bidder and manufacturer shall also be considered.

Certified test results for each transformer must be submitted within five working days of receipt. Individual transformers cannot exceed 10% of quoted average no-load loss or 6% of quoted average total load loss. Non-compliant transformers will be returned freight collect or subject to liquidated damages of 2 times the excess TOC. Delivery shall be FOB GUC Warehouse at 701 Utility Way, Greenville, North Carolina 27834, between 8:00 AM and 4:30 PM Monday-Friday only. The ability to provide delivery in twenty weeks or less is essential.
