Orange and Rockland Utilities (O&R) seeks qualified respondents to provide non-wires alternatives (NWA) solutions for the Sparkill distribution area in New York. The project addresses capacity constraints on Sparkill Circuit 50-3-13, which serves approximately 725 customers (644 residential, 81 commercial and industrial) in the Hamlets of Sparkill and Palisades and the Villages of Nyack and Piermont in New York, with a small number in Rockleigh, New Jersey. The circuit currently operates at or near conductor relief rating and is forecasted to exceed this rating due to new business load growth.
The primary need is to reduce loading on circuit 50-3-13 through distributed energy resources (DERs) to prevent exceeding the conductor relief rating. The non-wires alternative solution must provide specified load relief for a ten-year period through summer 2032, when planned substation upgrades are scheduled. The solution must deliver approximately 2 MW peak capacity with 11 MWh total storage, with specific hourly charge/discharge profiles detailed in the RFP (charging 11 MWh during off-peak hours, primarily midnight to 7 AM, and discharging 11 MWh during peak hours, primarily 2 PM to 8 PM).
Proposed solutions may include portfolios of multiple DER technologies such as energy efficiency, demand response, distributed generation, and/or energy storage. Solutions must be sited along Route 9W between Rockland Road and the New York-New Jersey border, and along Oaktree Road between State Route 9W and Palisade Interstate Parkway. All DER solutions must connect to the existing overhead 13.2kV distribution system without requiring system upgrades, operate in parallel with O&R's facilities, and meet ANSI voltage and frequency standards. Solutions must incorporate remote monitoring and control capabilities and integrate with O&R's existing DSCADA system.
Key dates include: RFP issuance on June 7, 2021; pre-bid conference call on June 21, 2021 at 1 PM to 2 PM ET; deadline to submit clarification questions on June 28, 2021; deadline to become enabled in O&R's procurement system on July 6, 2021; responses to clarification questions due July 12, 2021; and final proposal submission deadline on July 26, 2021. All proposals must be submitted through O&R's Oracle RFQ System by the deadline, with no hand-delivered, faxed, or mailed submissions accepted. Respondents are required to submit fully completed Non-Wires Alternative Solution Questionnaires (Attachment A) along with their proposals.
