Keys Energy Services (KEYS), a municipal electric utility serving the lower Florida Keys in Monroe County, is seeking proposals for local laundry services to support utility restoration efforts during emergency situations such as hurricanes and other unusual events. The awarded vendor(s) will provide same-day laundry services to authorized KEYS employees and contractors working to restore power during and after emergency events.
The scope of work includes providing laundry drop-off in the morning and same-day pick-up in the evening, with each individual's laundry washed as a separate load. Vendors must provide bags for individuals to use the service and must maintain knowledge of Arc-rated Flame Resistant Clothing (FRC) care and maintenance requirements, including proper laundering instructions, water temperature limits (maximum 140 degrees Fahrenheit), and prohibited chemical treatments. Services are typically needed during the Atlantic Hurricane Season (June 1 through November 30), though exact timing and quantity of laundry will be established at the time of each emergency.
Key dates include: Questions deadline of Friday, April 24, 2026 at 12:00 noon (submitted via email to purchasing@keysenergy.com); Bid Opening Committee meeting on Friday, May 8, 2026 at 10:00 a.m. when proposals will be opened and vendor names read aloud; and contract duration of three (3) years from execution by the Utility Board. Individual task orders will be issued for each emergency situation with not-to-exceed amounts based on severity. KEYS intends to award multiple contracts to ensure FEMA-compliant vendors are available.
Evaluation criteria include experience with similar projects, range and suitability of services provided, project management approach, pricing, and references. Proposals must include detailed documentation of services provided and summarized by location where work was performed, with daily information provided to KEYS weekly. Vendor rates must not include applicable taxes, fees, or assessments as KEYS is tax exempt.
