The Southern California Public Power Authority (SCPPA) is soliciting competitive proposals for stand-alone Energy Storage Systems (ESS) within the California Independent System Operator (CAISO) Balancing Authority Area and at specific locations within the Los Angeles Department of Water and Power (LADWP) Balancing Authority system. SCPPA is targeting proposals for ESS with commercial operation or delivery dates starting in late 2020 and beyond. Respondents may propose project ownership by SCPPA, ESS attribute purchase agreements with or without ownership options, or lease agreements with ownership options.
Proposals must include comprehensive project details including location within CAISO BAA or LADWP BA, contract quantity in MWh or kW, and pricing structures (both variable and fixed components). Resource adequacy categories eligible for consideration include System Capacity Requirements, Local Capacity Requirements, and Flex Capacity Requirements. All pricing should include resource adequacy capacity provided by the ESS. Respondents must assume that charging energy will be supplied by SCPPA members, with title remaining with the supplying members, and that SCPPA members will provide dispatch instructions. Respondents are responsible for acquiring and paying for station service, operations and maintenance loads, and parasitic loads.
Key project deliverables include a detailed plan to Commercial Operation Date with major milestone schedules covering site access and control, environmental mitigation, construction and operational permits, construction financing, major equipment purchasing, factory acceptance testing, and site tests. Proposals must address resource availability, dispatchability, capacity factors, delivery terms (minimum 1 year with no maximum), and points of delivery with associated transmission costs. Environmental attributes, capacity rights, and liabilities must be clearly defined. Respondents must provide evidence of CEQA compliance and California Energy Commission renewable compliance certification within 6 months after COD, plus WREGIS certification within 3 months before COD.
Proposal responses must include transmittal letters with required declarations, applicant information, resource adequacy category identification, and detailed experience documentation. Respondents must submit current financial statements, demonstrate key personnel qualifications for design, construction, permitting, operations and maintenance, identify existing commercial projects, provide references, and disclose any pending litigation. Performance assurance in the form of letters of credit, cash, or guaranties must be provided both from PPA execution through COD and after COD. Proposals must address financing structure, credit support requirements, and risk assumptions regarding compliance with renewable portfolio standards and Assembly Bill 2514 requirements.
